| Recent history of substance abuse | ATODS or GP |
| Mental health illness requiring psychology or psychiatry intervention | GP, Integrated Mental Health or Ipswich Hospital |
| Posing risk to IHC staff consumers, staff or volunteers | Service deemed appropriate by Social Worker |
